  • Eligible for for small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, most private nonprofit organizations with economic losses.
  • Also eligible farm-related and nonfarm-related entities that suffered financial losses as a direct result of this disaster, not eligible for agricultural producers, farmers, ranchers.
  • Completed loan application must be submitted to SBA not later than Jun. 16, 2025.

On Aug. 7, FEMA authorized to provide federal aid in North Carolina.

  • White House approved the emergency declaration authorizing FEMA to provide federal aid in response to historic rainfall and potential for catastrophic flood events to occur.
  • National coordination response center in Washington DC and regional center in Atlanta.
  • Storm slated to have regional rain, flood impact in Florida, Georgia, and the Carolinas.
  • Flooding may affect power systems and utilities may shut down portion of the grid.

  • Public aid (Category B) emergency measures, limited to direct federal reimbursement and aid for mass care including evacuation will be provided at 75% federal funding.
  • For the counties of Alamance, Anson, Beaufort, Bertie, Bladen , Brunswick, Carteret, Caswell, Chatham, Columbus, Craven, Cumberland, Davidson, Duplin, Durham.

  • Northampton, Onslow, Orange, Pamlico, Pender, Person, Pitt, Randolph, Richmond, Robeson, Rockingham, Sampson, Scotland, Vance, Wake, Warren, Wayne, and Wilson.

  • On Sep. 11, 2024, FEMA published federal register presidential declaration notice of the Aug. 6, 2024, White House emergency declaration due to Hurricane Debby.
  • On same day, FEMA published in Amendment No. 1 to the notice of declaration, adding Allegheny, Cabarrus, Iredell, Mecklenburg, Rowan, Stanly, Union, and Wilkes counties.
