On Feb. 5, VIE VSS explained implementation of survivor benefits.
VIE VSS said monthly survivor benefits for dependents of deceased workers will be implemented in 2 phases, before and after Jul. 1, in line with Law on social insurance.

Before Jul. 1, 2025
Monthly survivor benefits will follow the 2014 Law on social insurance, which includes funeral allowances, monthly survivor benefits, and lump-sum survivor benefits.
Only dependents who meet legal criteria outlined in 2014 Law on social insurance are eligible for monthly survivor benefits; the monthly benefit amount is 50% of the base salary per dependent or 70% if the dependent has no direct caregiver.
Base salary applied in this period is VND 2.34mn; maximum of four dependents.
If multiple workers from same family pass away, benefits double for their dependents.
After Jul. 1, 2025
Monthly survivor benefits will follow the 2024 Law on social insurance; the key change is the shift in benefit calculation method, from base salary to reference amount.
Reference amount must not be lower than the previous base salary; monthly survivor benefits from Jul. 1, 2025 onward will be equal to or higher than those before Jul. 1.
