Key Concerns
VIE LAB said delegates expressed concern re pension issues after reform is enacted.
After Jul. 1, 2024, there will no longer be a base salary to use as a basis for adjusting salary paid for social insurance, to calculate pensions and social insurance benefits.
Discussions centered on the proposed reference level instead of the base salary as a basis for adjusting social insurance salaries; reference level to be based on CPI increase, economic growth, and per capacity of state budget and social insurance fund.
Also discussed reducing the minimum number of years of social insurance payment for participants to enjoy pensions from 25 to 15 years, specified in art 68 of the draft law.
Delegate recommended that the drafting committee should consider designing a shared pension calculation method to support those whose pensions are too low.
VIE VSS Comments
VIE VSS also reported details of the plenary session, noting that delegates agreed on the need to regulate acts of late payment and evasion of compulsory payments to serve as a basis for the authorities to consider and strictly handle violations.
Such regulation would contribute to protecting legitimate rights/interests of workers.

Jul. 7, 2024 Salary, Allowance Increase
On Jul. 7, 2024, VIE GVT announced that an increase in basic salaries and allowances would be implemented from Jul. 1, 2024, according to clause 1 article 6 of Decree 73.
At the same time, pensions, social insurance benefits, as well as monthly allowances for those receiving such benefits before 1975 will be increased as per Decree 75.
Jul. 24, 2024 VIE VSS Social Retirement
On Jul. 24, 2024, VIE VSS issued a press release on the new Law on social insurance.
Elaborated on multi-tier social insurance system, including social retirement benefits, mandatory and voluntary social insurance, supplementary retirement insurance.
Citizens aged 75 or higher without any pension or social insurance benefits are eligible.
Those aged 70-74 from poor or near-poor households, without pension or monthly social insurance benefits, will have to apply for the social retirement benefits.
