Background
The EU has adopted a directive, EU 2019/882, (known as the Accessibility Directive).
The Directive aims to create uniform accessibility rules among EU Member States, thus removing obstacles to the free movement of certain products and services.
Common rules also allow companies to compete on a level playing field.
The Accessibility Directive has been implemented through the Act (2023:254) on the Accessibility of Certain Products and Services and the Ordinance (2023:676).
SWE PTS regulations are part of the Swedish implementation of the Directive.
Proposals
The proposals for the new regulations include: new requirements for manufacturers and importers regarding the information that the technical documentation must contain and that contact details must be provided on the product.
Manufacturers, importers and distributors must comply with sector-specific product availability requirements.
Service providers must produce information on how the service meets the accessibility requirements; service providers must also meet additional accessibility requirements.
An explanation of costs to be taken into account when assessing whether an accessibility requirement should not apply because it imposes a disproportionate burden.
Effectiveness
The regulations are proposed to enter into force on Jun. 28, 2025; stakeholders have opportunity to submit comments on SWE PTS proposed regulations by Oct. 15, 2024.
